In the normal course of events calendars start with dates from the top, so that means F1 would get first pick, followed by V8 Supercar in Australia and when V8 supercar organise their calendar then the Shannons Nationals follow and then state championships and so on.
So, if your state championship and or ASSA club series is around or close to a Nationals date then you should complain to the people that set your state calendar or club calendar as they did not pay enough attention to the National calendar.
Having said this there is only 52 weeks in the year and of course everyone including the 4,587 racing categories that CAMS seemed to have approved want a wekend so there is bound to be conflicts.
My advice would be for your state and ASSA series organisers to be more patient next year and only set dates once the Nationals dates have been notified, just as the Nationals have to be awaiting for V8 supercar dates.
It would also make sense to link the state round to the Nationals again as we did at Winton and then everyone is a winner.

It's not quite as easy as just waiting for the National dates to be set before putting the State dates up. In NSW at least, we have to fit in with 9 or 10 other categories, all wanting to have an even enough spread of dates to suit their own championships - some run 4 rounds only, some 5, some more. Those round dates are set by the State Executive a long time in advance, leaving us with limited choices, and we have to get in early to get our preferred dates before the other categories get their requests in.
We had 6 rounds this year, with one of those being the joint National/State round. For that event Phil was able to get a Nationals date this year that neatly fitted in between a couple of our other State rounds; but who is to say that it will happen again next year. As with this year, we will just have to try and make it fit as best we can. I'm sure ASSA Victoria are in the same boat and will do their best to make it work again next year.

Spot on Toymax.
We had the situation in QLD this year where every State Championship round conflicted with a Kerrick Series Round! Ridiculous really, if you wanted to pursue both championships.
The V8 Supercars change to their Perth date this year forced the Shannons Nationals at Mallala to move to an alternate date. This prevented the QRDA from running our Annual State Round at Morgan Park due to lack of available manpower (Smithy and Myself) to organise and co-ordinate the event.
Let's hope we can sort it out for 2012! Although I think I said this about 2011.... 2010..... 2009..... (you get the idea...)
